What does hors douane mean? Understand the customs calculation with a worked example and use the official simulator to prepare your budget.
A car advertised at CFA 3 million hors douane costs CFA 3 million before customs clearance. To put it on the road in Benin, you must add customs and road-ready costs. That is what hors douane means in listings from Cotonou’s car sales parks.
How much is customs, and how is it calculated?
The calculation starts with the customs value: the accepted value of the vehicle on arrival in Benin, including transport and insurance. This can differ from the asking price in the park.
Customs duty, VAT and other applicable taxes are then calculated. The amount payable is the sum of those charges.
The Benin Customs guide, page 32 (opens in a new tab) , gives this example for a vehicle subject to the large-engine tax, with a customs value of CFA 2,188,000:

Get the amount for your car
- Gather the chassis number, year, engine details, invoice and available import documents.
- Ask a licensed customs broker for the customs value and the vehicle’s tariff code. That code determines the applicable taxes.
- Use the official GUCE simulator (opens in a new tab) with those details, the origin and the import regime. Have the result confirmed in a quotation that separates duties and taxes from the broker’s fee.
The simulator provides an estimate; the final amount is validated during customs clearance.

Uncleared car price + customs clearance + broker’s fee + insurance and registration + inspection and any repairs.
Check which charges the quotation already includes to avoid counting them twice. If the car is going to another country, request a transit quotation and calculate the destination country’s taxes.
